What are these things and what are they for? nd why would these stickers cause cancer????!?

I just bought a new ruler for drafting projects and dealing with patterns (I'm a fashion design student). I got it at JoAnns store and it's a 3.5" x 18.5" Easy-to-read ruler by Fiskars. (this is it http://www.fiskarscrafts.com/tools/t_35-x-185-easy-to-read-ruler.aspx)

It came with this this small 8-pack of clear sticky circles and I'm just wondering what this is for? also on the plastic bag the ruler came in it says "Warning: This product contains chemicals known to the state of California to cause cancer, birth defects and/or reproductive harm." I dunno if this is refering to the ruler itself or the circle stickers it came with. this really scares me because it's weird that this would be printed on a package for a clear ruler lol,it's sort of rediculous.

Can anyone help me?

The clear circles are supposed go on the back of the ruler to help make it stay in place better and slip less when you're using it - they're slightly sticky when placed on fabric or paper. Fiskars describes them as 'no-skid rubber feet'.
I'd never seen that warning on just a Fiskars ruler before, so I assumed it must apply to the dots, that the chemical is in either the adhesive on the dots or in the plastic they're made from. However, I also did some checking on the Fiskars website (link below), which indicates that when California's Proposition 65 passed, they put precautionary labels on all their products to comply with the new law, and that they're removing the labeling as they have a chance to review product formulas and prove they're safe. There likely has never actually been a problem with either the ruler or the dots.
Incidentally, I tried dots like that on one of my rulers when I first started quilting and I found that while they DID reduce slipping a little, they created other problems, and I ended up getting rid of them. I think if you don't use the dots, you'll be safe, and you won't be missing anything good if you don't use them.
